Gromyko, in a major policy declaration, proposed an 18-nation summit meeting on disarmament be held before June 30, 1964, and offered Moscow as a possible site. Pearson urged the United Nations to strengthen and improve its peace-keeping forces and called on member nations to take advantage of improved international atmosphere.
