Otto F. Otepka, above, chief security evaluator of the State Department, faces departmental charges concerning confidential documents. The department has not disclosed specific charges, but among other things, they are said to concern the mutilation and declassification of a confidential document from a State Department official to a White House special assistant, and with preparing questions for use of the Senate Security Subcommittee in a 1961 investigation of the Bureau of Security of the State Department.
